Pastor Steve and Esther Roach serve as Senior Administrative Directors of Victory Bible Camp.
Pastor Len and Michelle Vanderwier serve as Operational Directors of Victory Bible Camp.

Pastor Steve was raised in a Pastor's home as a fourth generation Pentecostal. He attended Apostolic Bible Institute in St. Paul, Minnesota from 1977 to 1979. He continued his Theology studies at Northeastern Bible College in Fredericton, New Brunswick in 1979. After College he married Esther Robertson, from Hatfield Point, New Brunswick, who also graduated from Northeastern Bible College in 1979.

After marriage in May of 1979, their full time ministry began as evangelists thoughout the New England States and New Brunswick. In 1980 Pastor and Mrs. Roach began pastoring full time. They have two daughters, Estelle and Michelle. Estelle, their oldest daughter is married to Mark VanderHeide a licensed Minister with Open Bible Fellowship. They are both actively involved in the leadership team in Celebration Church in St. Catherines, Ontario.

Michelle graduated from World Impact Bible Institute in 2004 and was married to Len Vanderwier in July, 2004. Len and Michelle are living in Laval and are actively working with Church of the Harvest. Len is a licensed minister with World Harvest, Ohio.
